Yes. Moving happens in the Movement Phase, and Charge is one of the actions a Unit can take when it activates in the Assault Phase [1].
The exception is a Unit that Disengaged. It can't Charge in the following Assault Phase unless its Current Supply Value is greater than the Combined Supply of the enemies it was Engaged with [2].
The charging Unit must also be Unengaged [3].
